The NAGAAD Project, officially known as the Somalia Urban Resilience Project Phase II (SURP II), is a transformative initiative funded by the World Bank to enhance the resilience of Somali cities. Designed as a continuation of SURP I, the second phase builds on earlier achievements while addressing the pressing challenges of rapid urbanization, weak municipal governance, climate vulnerability, and conflict-related shocks. SURP II is being implemented in key urban centers across Somalia, including Mogadishu, Garowe, Kismayo, Baidoa, and Beledweyne. Each city benefits from tailored infrastructure investments aligned with its specific needs. Beyond physical infrastructure, the project emphasizes institutional strengthening, improved urban governance, economic growth, and social cohesion—ensuring that development is both sustainable and inclusive.
